If you are a tourist, you can self drive a rental in Dubai on a valid driving licence issued by most countries — including the UK, US, most of the EU, GCC, Canada and Australia — held together with your passport. If your home licence is not in English or Arabic, or simply to be safe, carry an International Driving Permit (IDP) issued in your home country before you fly. Most nationalities will not need to convert anything for a short visit.
If you are a UAE resident, you must drive on a UAE-issued licence; a foreign licence is not valid once you hold residency. The Salik tolls on Dubai's roads are handled by the fitted tag, and any Abu Dhabi (Darb) tolls and fines are itemised cleanly at the end.
